Territory Investment Commissioner - Andrew Cowan

Andrew Cowan, as Investment Commissioner, leads the Territory Government’s promotion and attraction of investment in the Territory.

Andrew has extensive experience delivering complex projects and driving strategic government priorities, most recently in the strategic defence relations, regional development, digital and tourism sectors.

Prior to joining the Department of Chief Minister and Cabinet, Andrew was the Deputy Chief Executive Officer the Department of Trade, Business and Innovation, with responsibility for international engagement, trade and investment, workforce development and small business.

He has over 2 decades of executive leadership experience in the public and private sectors, joining the Territory Government in 2010.

Andrew has tertiary qualifications in science and education, and is an Executive Fellow of the Australia and New Zealand School of Government.

Territory Major Projects Commissioner - Jason Schoolmeester

As Major Projects Commissioner, Jason Schoolmeester co-leads Investment Territory with a focus on the Territory’s pipeline of facilitated and strategic projects, including projects granted Major Project Status, and facilitates a whole-of-government approach to winning investment.

With more than 20 years’ experience in the NT Public Service, Jason has held leadership roles in economic development, major projects and infrastructure and strategic policy development.  He has significant experience in delivering projects in the Defence, Energy, Gas, Manufacturing, Mining, Agribusiness and Space sectors.

Jason led the North-East Gas Interconnector Project (now the Northern Gas Pipeline) resulting in the appointment of a proponent to connect the Northern and Eastern Gas Markets.

As part of the Territory Government’s response to the pandemic, Jason supported the Territory Economic Reconstruction Commission in the provision of advice on accelerating the Territory’s economic rebound and positioning the Territory for growth.

Most recently Jason spent 8 months in the Office of the Chief Minister leading work on the Territory Government’s economic and industry development agenda.

Jason worked for 7 years as a commercial lawyer in the Solicitor for the Northern Territory, Department of the Attorney General and Justice, with a focus on major infrastructure and industry projects, including the Alice Springs to Darwin railway, a number of gas pipelines, and the Darwin Marine Supply Base among others.

Jason is a Certified Practising Accountant with achievements in major government financial reform.

Jason was born in and is now raising a family in the Northern Territory.

Infrastructure NT Commissioner - Louise McCormick

In her role as Commissioner, Ms Louise McCormick plays an integral role in ensuring the Territory builds the strategic public infrastructure needed to deliver critical job-creating projects in line with industry and population growth, while providing a crucial link to achieving the NT Government’s goal of a $40 billion economy by 2030.

Commissioner McCormick is leading the development of a new Territory Infrastructure Framework, including a refocussed Infrastructure Strategy and Infrastructure Plan, to create an infrastructure ecosystem to support economic growth and secure the Territory’s economic future.

Commissioner McCormick is the Northern Territory’s national advocate when it comes to infrastructure projects. Commissioner McCormick works with Australian Government agencies, including Infrastructure Australia, to secure funding and deliver nationally significant infrastructure project in the Northern Territory. Ms McCormick is already delivering the Darwin Ship Lift and redeveloping State Square as well as advocating for key enabling infrastructure projects such as the Middle Arm Sustainable Development Precinct, Darwin Regional Water Supply, including the Adelaide River Offstream Water Storage and the Beetaloo Sub-Basin development.

Commissioner McCormick will work closely with investors to understand their specific enabling infrastructure needs. This enabling infrastructure provides investors the certainty and right foundations to choose the Territory as their investment location of choice.
